I am a Sumter native having graduated from the old Edmunds High School, now Sumter High. I graduated from the of the University of South Carolina with a bachelor of science degree in Accounting and also earned a Masters of Public Administration. I was married in 1967 to Linda Harrington and we have two children, Dr. Scott Tobias, Associate Director of Bands and Associate Professor of Music at Appalachian State University and Rev. Kelly Settlemyre, Minister of Music and Education for Spencer Baptist Church in Spindale, NC. We are very proud grandparents of Connor Settlemyre, age 5. I had the good fortune of serving as Finance Director, Personnel Director, Assistant City Manager and City Manager during my 28 years with the City of Sumter with an additional 10 years as an accountant for the State of SC. In 2005, I received my real estate license and in 2009 completed requirements for my Broker’s license. I am also a member of ICSC. Some of my community service interest include: Past President of the SC City-County Management Association, President-Elect of the Palmetto Rotary Club and I currently serve as Chair of the Sumter Chamber of Commerce. As member of Grace Baptist Church, I serve as a Deacon, Treasurer, and Chair of the Audio-Visual Group. I have been active in many other community functions and have served as an Honorary Commander at Shaw AFB.
